Cowbell (Pleasanton, Calif.) has launched OMNI, an AI-enabled decision intelligence system for specialty insurance operations.
Built on the Cowbell Platform, OMNI combines decision intelligence, workflow orchestration and governance across underwriting, claims, cybersecurity services, customer engagement, product development and operational workflows, according to a Cowbell statement.
The system’s first major application focuses on underwriting high-volume, lower-premium excess and surplus business for small and midsize organizations. Cowbell says OMNI uses specialized AI agents working with human underwriters to analyze submissions, evaluate risk, gather internal and external underwriting intelligence, and generate coverage and pricing recommendations.
Eligible non-admitted quotes can be delivered in minutes rather than days or weeks, according to Cowbell. The company says OMNI has driven 53 percent growth in new business since deployment.

Underwriting and Lifecycle Workflows
Cowbell says OMNI is intended to support a low-touch underwriting model while keeping human underwriters in control of final decisions. The system uses specialized bi-directional AI agents and small language models to gather information, analyze risk signals, assess appetite, orchestrate workflows and generate decision-ready recommendations.
While underwriting is the first measured use case, Cowbell says OMNI has been deployed across major specialty insurance workflows. Its intelligence layer supports underwriting, claims, cybersecurity services, customer engagement and business development. Its orchestration capabilities connect workflows, automate routine tasks and route work to specialized AI agents. Its governance capabilities provide observability and oversight across AI-assisted decisions.
Cowbell says Bellwether, its AI performance measurement capability, tracks AI adoption, operational effectiveness and business outcomes to support responsible and measurable use of AI.
